In Bangalore, i found it is pretty easy process to transfer electricity meter in your name provided all documents are in place.
Collect
- Write an application for electricity meter transfer
- Get NOC from builder
- Fill up Idenimity form and agreement.(It is available at Bescom office)
- Attach current month bill
- Get xerox of sale deed.
- Khata certifictae
For verification purpose, carry original copy of above listed document else get it notaried.

Next step
1)after arranging documents in hard cover file, go to Assitant Engineer in your area.Get your application endorsed by him.
2)Then go to Bescom office, and submit file their alongwith 100/= fee.
And how do I find the Assistant Engineer in my area (marathahalli) ?
u can direct walk into BESCOM office and ask them.. I guess it would be basava nagar office for marathahalli
